Scope of support

Which body grants a licence depends on the business. Under the Tourism Promotion Act, travel agency registration goes to the mayor or governor where the premises sit, and cosmetics manufacturing and responsible-marketing registration goes to the Ministry of Food and Drug Safety. Lifelong education facilities are filed with the superintendent of education, and the governing article differs by facility type. For a nonprofit association or foundation, the competent ministry follows the stated purpose, and legal personality arises only once registration follows the establishment permit.
